Near the back entrance to the William Talley Recreation Center (the Old Armory built in 1923) is a concrete sculpture designed in 1980 by Maria Hoban while a senior at St. Joseph’s High School in Emmitsburg. Part of a county-wide art program in 1979-80, an Arts Committee chose Ms. Hoban’s design over 13 other student entries. Part of an Art Education Program using Title IV funds within Frederick County’s Public School System, the sculpture was then created by those 14 art students and their teachers using 5,000 pounds of concrete. They donated it to the City of Frederick in 1980.
